    Desde hace años, la sociedad comienza a asumir una nueva visión de sus relaciones con el medio que la rodea, y en particular ha tomado conciencia de la necesidad de asegurar la sostenibilidad de los océanos y su biodiversidad. Esto ha movido a la comunidad científica a abarcar aspectos relacionados con la ciencia e ingeniería ambientales. Esta tesis vincula ambos aspectos, relacionando las causas y efectos derivados del transporte marítimo con la necesaria protección de los recursos marinos para justificar una propuesta concreta que proporcione el adecuado balance entre las necesidades de transporte y la deseada protección ambiental en la zona del Estrecho de Gibraltar y Golfo de Cádiz, donde estudios recientes demuestran que el modelo actual de la actividad humana es difícilmente sostenible, y que de seguir con el actual ritmo de crecimiento los problemas ambientales acarrearían una disminución de la calidad de vida y un debilitamiento del sector productivo. Se ha demostrado asimismo que los efectos de los vertidos crónicos en las áreas adyacentes al Estrecho de Gibraltar son más perjudiciales que los vertidos de grandes dimensiones pero limitados en el tiempo, como el producido tras el accidente del Prestige. La navegación marítima es una de esas actividades que tienen un impacto constante en la calidad del medio marino y es susceptible de generar riesgos agudos de graves consecuencias ambientales y socioeconómicas. Por eso, el resto de aguas españolas gozan de algún tipo de protección frente a los riesgos derivados del transporte marítimo: el mar Mediterráneo es una Zona Especial en virtud del Convenio MARPOL; el mar Cantábrico y la cornisa atlántica noroccidental se integran en la ZMES de Europa Occidental; y las Islas Canarias también fueron declaradas ZMES, donde coexisten diversas medidas de protección. La designación de una Zona Marina Especialmente Sensible (ZMES) representa un avance importante en la protección medioambiental de un área marítima y es complementaria de otras estrategias de conservación ya existentes. Resulta llamativo constatar que la zona marítima objeto de estudio, con una de las mayores intensidades de tráfico marítimo del planeta y que incluye importantes áreas de conservación medioambiental, carezca al menos de los niveles de protección que otorga una ZMES. Esta tesis estudia las características del litoral y de las aguas marítimas del Estrecho de Gibraltar y el Golfo de Cádiz, así como su vulnerabilidad frente a los riesgos derivados del transporte marítimo. Tras analizar las diferentes opciones que ofrece la normativa internacional se concluye que resultaría adecuada su designación como ZMES. El trabajo personal de planteamiento aporta una propuesta concreta para tal designación así como distintas medidas de protección asociadas que podrían implantarse para mejorar la seguridad de la navegación y reducir su impacto sobre el medio marino.Estas propuestas pueden considerarse un caso práctico sobre cómo conjugar ciencia e ingeniería para conseguir un objetivo medioambiental compatible con otras estrategias de conservación existentes. El documento incorporado en el capítulo 5 constituye la base para la eventual formulación de la propuesta de designación de la ZMES ante la Organización Marítima Internacional (OMI).Finalmente, la tesis ofrece líneas futuras de investigación para mejorar la protección de la ZMES propuesta. De esta forma, además de su valor en el contexto del conocimiento académico se contribuye a la transferencia de ese conocimiento para el desarrollo económico y social mediante su puesta en práctica, contribuyendo a la consecución de las estrategias académicas impulsadas por la propia UPC con carácter general, y por el Campus de Excelencia Internacional del Mar en el contexto territorial de la zona objeto de estudio.

    There is a strong imbalance in EU transport mode shares. In addition, issues like road traffic, noise, accident rates, and especially polluting emissions result not only in external costs to society, but also in high logistical costs to transport service customers. The present paper proposes an assessment model to evaluate final internal and external costs of transport chains served by trucks and short sea shipping (SSS). An efficient and fast tool is presented to help customers decide on the most convenient mode of transportation for a specific trade link. The trade links in this paper connect 19 Spanish provinces to the main ports in the Black Sea region (Bulgaria, Georgia, Romania, Russia, Turkey, and Ukraine) through the ports of Barcelona and Valencia.

    Monitoring and Operational Services for Motorways of the Seas Project (MOS4MOS) aims to contribute to the establishment of a European maritime space without barriers, to facilitate and simplify the compliance with regulations (customs, safety and other national and European rules), to promote intermodal sustainable transport solutions that reinforce the EU Motorways of the Sea. MOS4MOS project is divided into 5 activities and 15 initiatives distributed into 4 thematic areas: Port Level initiatives, Port-to-Port initiatives, Port-to-Hinterland Initiatives and Door-to-Door initiatives. This paper describes the activity realised by Nautical Faculty of Barcelona: Activity 4.2, the Training module. The main objective of this activity is the production of training materials and seminars for disseminating the concepts analysed in previous activities and their potentials benefits. This paper is structured into following sections: Section 1 describes a brief introduction of the MOS4MOS project; Section 2 provides some general information of the activity 4.2; Section 3 explains the aims and results of each module of the activity 4.2 and finally Section 4 remarks some conclusions of the MOS4MOS project.

    En la era digital y de la información, el mundo del transporte marítimo ha tenido que adaptarse al uso de las tecnologías de la sociedad de la información y las comunicaciones, casi todas, “bautizadas” con el sello “e”. Como se irá argumentando, la “e” puede tener un significado según el contexto pero a la postre, permite interpretarse como un elemento integrador que emplea algún atributo de naturaleza electrónica o digital y que se traduce en la adopción de sistemas y servicios más robustos que optimizan el uso de recursos, tiempo y obviamente, costes, en los procedimientos de adquisición, intercambio, visualización, envío y actualización de datos, imprescindibles en cada uno de los ámbitos y procedimientos involucrados en el transporte de mercancías y pasajeros por mar. Mediante este artículo se buscará ubicar a la Industria Marítima Española dentro de estas tendencias y la implantación de conceptos como ventanilla única, interoperabilidad,gestión de los flujos de información y otros más, asociados a una dinámica “estandarizadora” y “armonizada” dentro del contexto europeo del Transporte de Superficie y más concretamente, los corredores marítimos y multimodales que han de 1 conformar lo que se ha denominado “Autopistas del Mar” .

    As all we know, pollution is a serious actual problem that affects our society. Maritime transport is responsible of part of that pollution and with this purpose; measure to be taken in the logistical and maritime transport field is to reduce ships emissions. Air pollution is not the only problem, but greenhouse gas emissions too, mainly in the case of maritime transport pollutants as NOx and SOx gasses. This article tries to do a quick view on the last measures took by the International Maritime Organization (IMO) in order to reduce greenhouse gas emissions of shipping. An energy efficiency index for ships was created by the Marine Environment Protection Committee (MEPC) to improve their energy efficiency and then reduce fuel consumption. This index was developed in voluntary interim guidelines established in last sessions of the MEPC among 2009 and 2010, and can be applied to both new designs and ships in operation. Nowadays is just a voluntary measure that whatever ship-owner could take and verify, but until its approval there is for the moment no sanction if the results are not the expected ones by the guidelines. A description of the above mentioned guidelines will be exposed.

    Air pollution is the most relevant externality of maritime transport and its effects are more acute in urban areas. As Short Sea Shipping (SSS) services call ports frequently and expend significant time in port, both the overall turnaround time and the port city closeness, become critical in its sustainable performance. This paper analyses the impact of maritime transport at Spanish SSS ports and identifies the ideal ones, reflecting the differences in their sustainable performance and finally identifying the characteristics that a harbour needs to gather in order to minimize air pollution impact in the maritime transport sector.

La validación posible de esta nueva tecnología LIDAR puede ser útil para suministrar medidas en áreas costeras, de unos 15 a 20 km desde la línea de costa, donde la altimetría radar por satélite da problemas severos debido al amplio haz («footprint») que abar- ca zona de tierra. La segunda campaña aerotransportada se realizó coincidiendo con el paso del saté- lite ICESat provisto de un láser altímetro. Se describe la situación actual de las infraestructuras CGPS en Ibiza, l¿Estartit y Barcelona así como sus aplicaciones a la monitorización del nivel del mar y ca- libración altimétrica. El objetivo principal es la integración de datos geodésicos espaciales, aero- transportados e in-situ para establecer áreas de calibración altimétrica en el Mediterráneo Occidental en el marco del estudio del Cambio Global

Two airborne calibration campaigns carrying an Optech Lidar ALTM-3025 (ICC) were made on June 16, 2007 with a Partenavia P-68 and October 12, 2007, with a Cessna Caravan 208B flying along two ICESat target tracks including crossover near l’Estartit. The validation of this new technology LIDAR may be useful to fill coastal areas where satellite radar altimeters are not measuring due to the large footprint and the resulting gaps of about 15-30 km within the coastline. The second airborne campaign was made at night at the same time of the ICESat overflying. A description of the actual geodetic CGPS (Continuos GPS) infrastructures at Ibiza, l’Estartit and Barcelona is presented as their applications to sea level monitoring and altimeter calibration. The main objective is the integration of spaceborne, airborne and in-situ data for the establishment of altimeter calibration areas in the western Mediterranean in the framework of Global Change.

    Within an scenario of highly sensitivity on environmental questions, followed by an international regulation body, that is restricting the emission levels from ships in ports with the future possibilit y of more stringent local regulations; the challenge for the world’s fleet are not only technical but economic and logistical. From one side, there are different technical alternatives affording to accomplish the nowadays international regulations. Even avoiding on board modifications, the owner can decide to use low sulphur content fuels, together with slight changes in engines to reduce the levels of nitrogen oxides. But the question posed in this paper is how to support the decision to use high quality oil derivatives, because environment questions, but with a favorable economic balance. That superior cost will be translated in a higher transport chain cost. Additionally regarding coastal navigation, it is possible in the future that some new regulations could penalize elevated rates of CO2 emissions, not yet considered by MARPOL convention. This paper will analyze the availability of the use of methane as ideal fuel to get compliment of the nowa days and even future, local and international regulations of CO2 and NOX, regarding the fuel derivatives and no emissions of sulphur oxides and ashes.

    We refer to Barcelona as a maritime city, but we ignore almost everything about the cultural foundations of this view. Ignorance is much greater as we approach the last two centuries. The main objective of this thesis is to review some of the events of recent maritime history to provide food for thought. In my opinion there is nothing worse than a culture based on false myths. Misconceptions that are often provoked by ignorance. Contemporary maritime history of Barcelona is a wasteland. The only exception is the study of economic history undertaken by Pierre Vilar. Should also clarify that the term "maritime history" encompasses many aspects, no systematic to date, which could be grouped into three areas: scientific, technical and human. Few studies have attempted to establish connections between them. Talk in global terms about "maritime" was one of the objectives of my thesis. But I will not hide that, whenever I could, I tried to prioritize the human aspect. The method I tried to follow consisted in establish a central element and supporting other aspects about it that I thought were important and affordable. The core of the thesis is a biography of José Ricart (paragraph 4), a key figure in recent maritime history. Other aspects are: science illustration (section 1), a review of various aspects of maritime life in Barcelona (paragraph 2), a reflection on the implementation of industrial technology in ships (paragraph 3) and a detailed analisys of the events that took place during the thirties of last century (Section 5). A significant element of this work is the story of the Nautical School which doesn¿t hace an specific section, but takes part in all of them. Conclusions refer to four aspects. First, we discuss the "maritime dimension" of Barcelona. The capital of the region more like a ¿riverside¿ city. I have also worked to highlight the hard work at sea and to highlight the many myth-making that have been made. In this regard, much work remains to be done. The Nautical School of Barcelona is presented as the midship section of the local and national maritime culture. Finally, it discusses the historical importance of José Ricart and denounce attempts to fall again in the myth. The chronicle of Franco's repression on merchant marine¿s republicans from Barcelona seems fair to me, because of the silence that has prevailed on this issue so far. This, and the fate of those who chose to join the Republican Naval Reserve, are lines of work I would like to continue in the future. In general, it should be noted that the idea raises many questions and points out the need to open new lines of research. Refering to the sources, I believe that, except in the first paragraph which have more secondary sources, the thesis is based on primary sources. In the case of Jose Ricart, monitoring of their work has been very time consuming because of the predominance of articles and short essays, as well as the diversity of platforms on which them were published. I have separated his referentes to the rest in the bibliography.

    This paper is going to describe the design process of a simulator that assesses the costs of different means of transport. The evaluation not only will be done regarding the internal costs but also the external costs that will be translated to environmental costs, based on existing databases. The paper shows the development carried out to create this simulator and analyse all components of the logistical chain, i.e. port operation costs, road haulage costs and maritime leg costs. The simulation results have been validated with real data of actual maritime routes to check its reliability. As a conclusion, the costs simulator permits assess costs of new maritime trade routes comparing them with road transport.

    According to the mid-term review of the EU White Paper on Transport, Short Sea Shipping is expected to grow at a rate of 59% (metric tonnes) between 2000 and 2020. Even with Marpol Annex VI in operation, the share of emissions from maritime transport can no longer be ignored because they would become increasingly important. There is an existing need to evaluate the impact of the maritime transport on emissions. This paper analyses emissions of maritime transport in SW European Short Sea Shipping, considering actual routes and ships’ particulars based on MOPSEA emission model and the results of LAERTES project carried out by TRANSMAR Research group. This paper will conclude proposing some results that would justify the need to reduce atmospheric emissions from sea-going vessels to compete with road transport mode. Policy makers have to be aware of the results and its effect on the current legislation for maritime transport.

    Pollution from shipping traffic poses a real risk to the Spanish coast. Memories of the Fedra bulk carrier disaster in the Strait of Gibraltar, the Prestige sinking in Finisterre or the Castor near accident off Almeria coast are still fresh. The main objective of this paper is to analyse, identify and quantify the Spanish Mediterranean coastal areas where spills from tankers are most likely to occur. The article is based on a study which uses a set of variables such as geographical peculiarities, climate, ship age and traffic density to feed an algorithm. This objective function weighs these parameters all along the coast and identifies the Spanish coastal areas having the highest risk of spills.

    El presente estudio, fue financiado en la convocatoria del año 2008 según ORDEN FOM/2219/2008, de 22 de julio (BOE del 29), de subvenciones para la realización de estudios y acciones de difusión relacionados con el transporte, sus infraestructuras y demás competencias del Ministerio de Fomento. El objeto del mismo fue la elaboración de un análisis comparativo entre los costes externos generados por el transporte por carretera y el marítimo en un mismo recorrido. De esta comparativa se dedujo en cada caso una diferencia entre los costes externos producidos por cada modo de transporte. En el caso que esa diferencia en costes externos fuera favorable al transporte marítimo, los autores proponen una subvención a los transportistas que usen el modo marítimo, con un tope igual a ese diferencial citado pro recorrido y camión.

    El objetivo fundamental de este artículo es el de analizar, identificar y posteriormente cuantificar, las áreas de la costa Española Mediterránea, con mayor riesgo de sufrir un derrame de hidrocarburos procedente del tráfico marítimo de hidrocarburos. En el estudio que fundamenta este artículo, se han tomado en consideración una serie de variables, de entre las que destacamos, las peculiaridades geográficas, climáticas o la densidad de tráfico, que alimenten una función aleatoria. Esta función objetiva ponderará los diferentes puntos de la costa e identificando los que tengan una mayor probabilidad de riesgo.En la investigación aquí presentada, se pretende evidenciar dónde pueden ubicarse las áreas del Mediterráneo Occidental español donde puede haber mayor riesgo de derrame potencialmente.EL ESCENARIO GEOGRÁFICOEl Mar Mediterráneo se extiende sobre unos 3.800 Km. de Este a Oeste y unos 800 Km. de Norte a Sur, cubriendo una superficie aproximada de 2,5 millones de Km2, lo cual representa unas cinco veces la de España. Su cuenca alberga un volumen de 3,7 millones de Km3 con una profundidad media de unos 1.500 metros, la cual es claramente inferior a la media oceánica. Morfológicamente, el Mar Mediterráneo aparece separado del Océano Atlántico por el Estrecho de Gibraltar, de unos 14 Km. de anchura y 300 metros de profundidad. Otras comunicaciones, aunque menos importantes desde el punto de vista hidrológico, conectan el mar Mediterráneo con el Mar Negro y con el Océano Índico a través del Mar Rojo. Se trata, respectivamente de los estrechos del Bósforo y de los Dardanelos, entre los que queda delimitado el pequeño Mar de Mármara y el Canal de Suez, éste último de carácter artificial y de relativamente reciente apertura (1867). A grandes rasgos, podemos afirmar que el Mediterráneo está compuesto de dos grandes cuencas, separadas entre sí por el Canal de Sicilia y denominadas Cuenca Oriental y Cuenca Occidental.La cuenca Mediterránea se caracteriza por los limitados recursos agrícolas, forestales, ganaderos e incluso pesqueros. Por otro lado, también son limitados los recursos energéticos en la margen septentrional, aunque, por el contrario, hay una importante cantidad de gas natural e hidrocarburos en la margen meridional. Ante el mencionado panorama de recursos, nos encontramos con una importante población, la cual se prevé que rondará los 500 millones de habitantes y cerca de 300 millones de turistas anuales, a mediados de la próxima década.En la cuenca meridional se encuentran los principales puertos exportadores de hidrocarburos, destacando Libia como país mediterráneo con mayores reservas. En la margen europea, destaca el puerto de Marsella, con unas importaciones de crudo del orden de 65 millones de toneladas anuales, además de Italia, donde se localizan tres de los principales puertos en este tipo de tráficos, los cuales suman unas 90 millones de toneladas de crudo anuales.

    Pollution risks coming from the shipping traffic is one of the real risks that Spanish coast can face. It is much closed the remember of the Fedra bulk carrier in the strait of Gibraltar, the Prestige tanker in Finisterre or the Castor near accident off the Almeria coast. The main objective of this paper is to analyse, identify and further to quantify, the areas in the Mediterranean Spanish coast, with biggest risk of suffering a hydrocarbons spill coming from the tankers maritime traffic. The study, in which this paper is based, has been considered a set of variables among which we can remark the geographic particularities, the climatic issues, the ships' age or the traffic density; that are going to feed an algorithm. This objective function will weight those different parameters in the entire coast and will identify the ones with the biggest risk probability. The results are going to put in evidence where are the most critical areas in the Spanish coast, when talking about its risk of spill.THE GEOGRAPHICAL SCENARIOThe Mediterranean Sea extends approximately on 3,800 km from East to West and 800 km from North to South, covering a surface of 2.5 millions of km2 which represents 5 times the surface of Spain. Its basin keeps a volume of 3.7 million of km3 with an average depth of 1,500 km which is clearly lower than the ocean average. The Mediterranean Sea is linked to the Atlantic Ocean through the Gibraltar Strait that is about 14 km wide and 300 metres deep. Other secondary passes from the hydrological point of view, is the connection with the Black Sea and the Indic Ocean through the Red Sea. From a general point of view we can identify two clear basins in the Mediterranean, limited by the Sicily canal and called Eastern and Western Mediterranean...The Mediterranean basin, is identified by the limited agricultural, forest, cattle and even fishing, resources, including the energetic ones at least in the Northern coast, but with large reserves of natural gas and hydrocarbons in the Southern coast. In a parallel sense we find a population of 500 millions of persons and around 300 millions of tourists per year that are expected in this decade. Also in this coast there are the main hydrocarbons export ports, most of all in Libya, the Mediterranean country with the biggest reserves. In the European coast we must remark the port of Marseilles, as the biggest import port in terms of volume, with 65 millions of metric tonnes per year or Italy where there are placed the three main ports of such kind of traffic, with an added volume of 90 millions of metric tonnes.The Mediterranean hydrocarbon traffic routes, from a internal point of view, are the ones from North to South and East to West, but we should add the crude oil traffic in transit that in the year 2006 sum up to 421 millions of metric tonnes only of crude oil, from which 72 millions where among non intra Mediterranean ports [1].

    There is a strong imbalance in EU transport mode share. In addition issues like road congestion, noise, accident rate and especially pollutant emissions result not only in external costs to society but also in high logistical costs to customers of transport services. The present paper proposes an assessment model to evaluate final internal and external costs of transport chains served by road and short sea transport as an efficient, fast tool to help customers decide on the most convenient transportation mode for a specific trade link. The links in this work connect Spanish Mediterranean coasts and the Black Sea with up to 19 Spanish provinces, with freight being imported and exported from/to Barcelona and Valencia and the main ports of Bulgaria, Georgia, Romania, Russia, Turkey and Ukraine.

    According to the mid-term review of the EUWhite Paper on Transport, Short Sea Shipping (SSS) is expected to grow at a rate of 59%(metric tonnes) between 2000 and 2020. If we consider that the overall expected increase in both freight exchanges and volume is 50%, sea transport is one of themost feasible alternatives to reduce traffic congestion on European roads. Maritime transportation may compete with road transport as far as certain traffics are concerned, but only when assuming external costs. This paper analyzes several intermodal transport chains involving a sea leg by comparing the effect of pollutant emissions from different ship types and road transport in terms of potential external cost savings.The translation of these emissions into environmental costs shows, for certain conditions, savings in the case of sea transport that would justify the use of an environmental bonus to promote the sea option.
