Abstract
Purpose - To contribute to the understanding of SMEs clustering processes initiated from the bottom-up. In particular, this paper tackles the major setbacks encountered by a group of Spanish SMEs with long tradition in the chemical sector on their way to setting up a cluster. By analysing these setbacks, it uncovers at the same time what essential IC elements and capabilities should be decisively promoted in order to affect collaboration links between cluster partners.
